What is the best software for admin to grant or deny user in a network to run certain applications?

Some users will install applications to download music , but others playing online games will be affected especially if the said user downloads more files simultaneously.I need a software that grants or deny specific user in a network to run certain applications. It is also better if the user can send message to the admin requesting to run certain restricted applications. Anybody please tell me the best software for this.
